How to setup file structure for PS_CUST_HOME

We're currently in the process upgrading PT8.53 from 8.51 and I would like clarification to PS_CUST_HOME setup. I understand I can install PeopleSoft Application to PS_APP_HOME, but how do I create the file structure fo PS_CUST_HOME?  For example this is our current demo environment with PT8.53

\PT853 (PS_HOME and PS_CFG_HOME) - PeopleTools install

\PS_HcmApp (PS_APP_HOME) - PeopleSoft Application Install

\PS_HcmCust (PS_CUST_HOME) - empty folder

My question is to how do I install the file struture for CUST_HOME, is it OK to copy the content from APP_HOME to CUST_HOME?
