Are there any general requirements with regards to the use of Excel to CI Templates?

For example, would anyone recommend using Excel to CI Templates for conversion (Data plus control/setup tables) for a new implementation from Legacy to PeopleSoft v9.1 HR?

Is this not worth if headcount is more than 1000 EE's?

I am looking for some kind of suggestions/advise.
