Installing Maintenance packs not updating prerequisite bundles

I am attempting to apply HCM maintenance pack 14 and 15, and cs bundles 27 and 28 to our demo system.

I have applied the maintenance packs sucessfully and am now attempting to apply the bundles (using change assistant)

Change assistant tells me I do not have the prerequisites for the bundles. (For example, bundle 26 is a prerequisite)

However, that bundle was applied as part of the maintenance pack.

I notice that in PS_MAINTENANCE_LOG, only 2 rows have been added, at the maintenance pack level.
There is a row for 881858 HCM 9 MP14 Delta and 889092 HCM 9 MP15 Delta.

So I can't install bundles 27 and 28, without installing bundle 26, but I have already applied bundle 26 by way of a maintenance pack.
