Functions are missing from submenu AP_NAVIGATE_GUI12 - INDIA

 Hi,
We are upgrading from 11i to R12.1.3.

The custom responsibility has standard menu attached AP_NAVIGATE_GUI12 - INDIA. But the functions are missing under this menu when menu form was queried. Therefore do not appear in the homepage under the folder india localization. What has gone wrong and how to rectify this problem. It has happened with all modules.

Please provide quick response since we are in the middle of upgrade process.
