Oracle EBS 12.1 connectivity with Microsoft ForeFront Identity Management Solution

Hi, my Management wants to Integrate / Configure EBS R12.1.1 with Microsoft ForeFront Identity Management Software, can any one please tell me about it? is this possible with some web service? We want to control all EBS R12 user, password, assignment of responsibilities through MS ForeFront Identity Management. Inegration of EBS R12 with Active Directory is already well known, which uses OID/OAM to integrate with Active Directory. But we want to connect ForeFront with EBS R12.
