OIM AD reverse password synch connector installation failure

My organization is attempting to install the OIM AD reverse password synch connector (9.1.1.5) on a Windows 2008 R2 SP 1 domain controller.  We've installed JDK 1.6.0_21 and pointed JAVA_HOME variable to the Java directory. While launching setup.exe we encounter the following error:  "java.exe has stopped working," and setup.exe exits before it even gets to any of the installation screens.  (Please see attachment.) 

Here is what Windows Event Viewer shows:
