X509 configuration causes username/password protection to request user cert's when running SSL only

All, We have a single instance of OAM successfully configured to authenticate x509 credentials as well as username/password for the OIM application. The x509 setup requires that the Weblogic SSL settings for the managed oam server must request certs from the user. Now when we turn on the SSL only environment, cert’s are being requested for the username/password login protection as well because of the managed server settings. Has anyone encountered this issue? 

We are running the 11g R1 environment patched to BP06.
