Business Unit Security - Peoplesoft Financials version 9.1 and Tools 8.51.10

At our company we use the primary permission list to secure business units and ledgers.  It has come to our attention that when a user creates a new requisition in epro the BU security is conflicting with the AM security.  Our GL team has created BUs of the same name for AM and GL business units.  The security team grants access to a BU which is actually used by AM and GL.  The customer does not want the epro user to see the GL business unit but if taken away they cannot see it on the line for AM. 
Do you know if this can be done differently?
