nVision on workstation/PC (O/S Windows7, Excel 2010) will not start for Tools 8.49; get error PS/nV

Need to get nVision setup and running from user PC (O/S Windows7, Office 2010) for PSFT 9.0/Tools 8.49.    So have Tools849  folder setup on  C drive, and brought over needed DLLs and files as told by Oracle Support.   Config Mgr and install all done successfully, and   PSNVS.EXE /register  has been executed. 

But nVision will not start on PC.  Get error    PS/nVision was unable to start communications with Microsoft Excel. (28,82)  

and only that error.
