User getting java.lang.StringIndexOutOfBoundsException: String index out of range: -1

I have 2 users that are getting this error when attempting to get into ESS.  All other employees are successful in getting in but these two are presenting a problem.  I dont see an issue with their IDM account, AD account or their PSoft account.  If I log into the Network and then attempt to log into PeopleSoft PIA using their EMPLID and PASSWORD, I am successful.  However, If  either of these users are logged into the Network and I attempt to access PeopleSoft PIA using MY EmplID and Password, I get the same java.lang.StringIndexOutOfBoundsException: String index out of range: -1 error.
