How to enable the Performance Trace link to appear in the Universal Header?

I am working with a customer who wants to be able to create performance traces using this feature of PeopleSoft Performance Monitor. We have carefully followed the instructions in the Performance Monitor Red Paper as well as the MOS document ID 637214.1 yet the trace is still not appearing for the designated user(s) when they navigate to the monitored environment. The system we want to monitor is a heavily customized PeopleSoft Enterprise Portal 9.1 environment and I am concerned that the portal developers may have disabled the Universal Header as part of their customization activity. Can anyone validate my concern and, if so, provide a way of verifying this to be the case? I need to go back to the customer with some hard evidence: either that it is not possible to do this when the universal header has been disabled
