Change Assistant issue, While Uploading the Environment.

Dear Experts,
I was trying to Upload our environment to Oracle support through CA and after providing credentials, I am getting the error as attached.
From the reading I have done in Forums, I understand it is due to the Firewall issue. One forum says, I need to include new subnet for peopleSoft 141.146.54.0 in addition to 192.203.43.0. Doea it make any sense. Are these IPs the current and latest ones.
Please suggest.
