Reg License of SES

Hi All,

I understand that Oracle SES licenses are bundled with PeopleSoft since SES is the supported search provider for PeopleSoft. However if the we are on a non Oracle DB platform (eg. MS SQL server) and does not have any Oracle DB licenses, are we still entitled to use SES.
The reason why this question is asked is because SES installer installs an Oracle DB and uses this as an underlying repository.
