Missing step "Running the UPGCUST Compare" in HRMS 9.1 to 9.2 Upgrade Template in Change Assistant

Has anyone else started their HRMS 9.1 to 9.2 Upgrade and had this same issue?  In the change assistant template, we are missing the "Running the UPGCUST Compare" Step. It appears to be in the XML file, but doesn't show up in Change Assistant.  This seems to be an issue with PT8.53 and PT8.53.02.  We where able to open a template with an old version of Change Assistant, and could see the step, but the object list is not the same, so we are unable to just create it manually and continue.  The case is open with Oracle, but just wondering
