Creating context independent functions which can be called from workflow notification

We have customized the approval notification sent from the Requisition Approval workflow. The notification displays a link in the References section. This link is associated to a custom form function which directs to a custom OAF page. The OAF page has a BI Region which executes a BI Publisher report to display details of the requisition. This report opens in a new window.

Issue: If the user opens the notification immediately after logging in i.e. before he has selected any responsibility, the new window which displays the report also displays a LOV of all the responsibilities assigned to the user and it by default sets the responsibility as the first value in the list. We need to remove this LOV and prevent the setting of the responsibility.
