File Deployment to PS_APP_HOME with Change Assistant

I have installed an HCM 9.2 PT 8.53.02 demo environment using a de-coupled PS_HOME where I am using PS_CFG_HOME and PS_APP_HOME.  (PS_CUST_HOME will be used for non-demo environments)  I needed to apply a few fixes required for upgrade and began applying the first one, upd893453, using Change Assistant.  I noticed that the file deployment step deployed files to several different places.

First of all, I have my environment installed on 2 physical servers.  On the Linux server, I installed both PT and HCM with server types app, batch, db, and web, and on the Windows server, I installed both PT and HCM with the same 4 types along with the file server.  Both Linux and Windows contain the same de-coupled PS_HOMEs (home, app, cfg, cust).  So with this in mind, here is what happened in my CA file deployment.  The same files were deployed to PS_HOME only on the Windows server, then to PS_CFG_HOME and PS_APP_HOME on the Linux server.
