PeopleTools 8.53 HCM v9.1 Pagelet

We are looking to implement some of the "delivered" pagelets to users home screen.  Our major audiences are Managers and Employees.  There are many pagelets that are for the Manager Audience such as the direct reports and other MSS functions.  When these are "pushed" to users homepages they still appear for Employees who do not have direct reports and it would improve usability if they did not even appear. 

Have other customers addressed this issue of deploying the pagelets to multiple audiences?  I'm not sure if the pageletss are dynamic, configurable or if somehow we need to modify the User Security at the individual level to manually point to a different view for the two differen audiences.
