Problem:-
Peopletools 8.52.15,  Oracle 11.2.0.1 64 bit. 

Created a new environment   for the Peopletools only  upgrade  .The Change Assistant is giving Java Exception error mentioned in detail below
when trying to open an existing job or trying to create a new one.

Exception java.lang.ArrayIndexOutOfBoundsException caught in com.sun.beans.ObjectHandler.dequeueResult() 0



Solution.

A  64 bit  Oracle client is not  supported    as  Change assistant requires  a 32 bit  Oracle client to  connect to the database and run the steps. 
So  uninstalling  the 64 bit  client and installing the 32 bit  Oracle client resolved the  Java errors
