Unable to perform RTV

 hi,
I am getting this message when i am trying to claim CENVAT before doing RTV. We have upgraded from 11i to R 12.1.3 

app-ja-460485 : The vendor and site for third party tax is not valid for line number 1 on receipt localized screen. The field for third party is grayed on the receipt tax record. On the claim modvat on receipt forms, i do not see the receipt in the LOV for claiming.

The receiving transaction processor also going into error :
