Store Replenishment Not Being Triggered

We are trying to get replenishment to trigger a transfer to the store based upon replenishment attributes being defined for the store.  The source method is warehouse stocked and the source warehouse is specified.   We are not using scheduled delivery dates for stores.   Any have any ideas on why this would not work?  We are able to get replenishment triggered to generate purchase orders for the warehouse.
