PeopleTools Patch 8.52.15 issue

Hi,

I recently applied PopleTools Patch 8.52.15 to 8.52.11 by following all the documents provided by Oracle. After recreating the PIA and when trying to login I get the error below.

"PeopleTools release (8.52.15) for web server/ Application Designer '' is not the same as Application Server PeopleTools release (8.52.11).  Access denied"

While troubleshooting I have recreated App. server domain also. When I checked the psreleaseinfo.exe both app/web servers are on 8.52.15 and also checked all the DMS, project we executed as per the patch document. 
This is happening in HCM DEMO 9.0 bundle #19 database.

Any help to troubleshoot this issue would be appreciated.
