Missing Oracle Components for SQL Server

We are missing MSDAORA and OracOLEDB.oracle in the Provider list for a new SQL Server. We have installed the Oracle client 11g R2 with the Oracle OLE DB provider, but for somereason, it didn't show up in the Providers list at all. The attached is a comparsion of the providers list from the old server and the new.

Any suggestion on what could be the cause?
