Template in PeopleSoft PT Upgrade

Dear Experts, 

   
   In the Process to Upgrade PeopleTools , There is a step to Download the Template and Import it using Change Assistant. Could someone there please give me a brief description of what this template is and what role does it play in the Upgrade process in the later stages.
