Required clarity on Reverse Charge Mechanism

 Dear Experts,
  Need Clarity on Reverse charge mechanism on below points.

1. On Selecting reverse charge mechanism rates, the Distribution lines are getting generated, when the recoverable Flag is kept off ( screen shot attached). Now the question is, are the same should not be in recoverable        flag ?

2. After making payment to vendor of the Invoice, how I am able to take the cenvat of the same ?
