OC4J_Security Startup Issues

Hi all.

We are in progress of applying OID patch from 10.1.4.0.1 to 10.1.4.3 and we are not able to start OC4J_Security component and issue faced is mentioned logs below, it would be really helpful  if someone can let me know the workaround/solution for the same.
