PeopleSoft Performance associated with User ID

Hello,
I am on PeopleSoft HRMS 9.0, PT 8.49.10 and Oracle database 10.2.0.3.

I am facing a weird issue. One of my users reported that he is unable to access a page in PIA. I tried with his user ID and the page takes a long time to load and then gets timed out throwing me out of the system. I tried with another user and he is able to access the page in 30 secs..Normally, if user does not have access to a page, then he gets a prompt like "you are not authorized to view this page". But this user has the required access and he is not getting the error
