Database Configuration Wizard on Windows server - use it or create database manually?

We are starting on an upgrade of our FSCM 8.8 PT8.52 environment to FSCM 9.1 fp2 PT8.53 and on the step of creating the sys and demo databases. We are using the installation guide :PeopleTools 8.53 Installation for DB2_Linux_Unix_and_Windows. There is a statement in the installation guide at the beginning of Chapter 6A that says that the Database Configuration Wizard cannot be used on a Microsoft Windows operating system and the instructions are for creating a database manually.
However, in the separate PeopleTools 8.53 installation for SQL Server guide it only refers to using the Database Configuration Wizard (in Chapter 6), says nothing about it not working on a Windows operating system, and includes no instructions on creating a database manually.
