Can I add notifications to HRSSA workflow, based on vacancy organizational information?

I am new to workflow and am curious to know if someone has customized the IRC vacancy approval fyi notifications to send out messages for a vacancy with a specific value in the organization field. If so, what did you modify? The .wft, .pkb, etc.? Several attempts to setup logic in the .pkb have been unsuccessful.
