ISS7 proxy does not forward request to Weblogic.

Hi,

 I setup IIS7 as a reverse proxy that will forward requests to a Weblogic 10.3.4. using WSLPLUGIN1.1.   When I attempt to test I recieve the following error.

Service Unavailable

HTTP Error 503. The service is unavailable.

 

I followed the instructions using  Orace ID: 1073353.1.  I  don't see anything in my logs or event veiwer.  Please advise if you have seen this issue before.
