Closing Transfer Not Fully Received in RMS 12

I'm in RMS 12 and I understand RMS 13 has tsfclose to close transfers based on values in the system_options table. Can RMS 12 close transfers via a batch and close transfers not fully recieved and/or fully shipped? I have researched do close and this only closes a transfer if fully recieved and fully shipped.
