[On behalf of Charan] What is the minimum bandwidth over WAN required for using or developing People

Could you help me with a rough estimation or a white paper on what is the minimum network bandwidth required per user over a WAN for using Peoplesoft HCM9.2 on Peopletools 8.53 
I am interested in two categories 
1 .General user accessing the system using browser 
2. A developer accessing the system using peopletools in two tier or 3 tier mode 

Any recommendation would be helpful.
