Unable to view all workflows in the system

 Dear All,
I need to retry workflow for a specific PO which is not owned by me.
When i go to workflow status monitor screen, i can see that "Workflow Owned By" field is showing my id and hence i am unable to view workflows owned by other users.

But when my colleague goes to workflow status monitor screen using his log in, "Workflow Owned By" field is showing "All Employees and Users".

Could any one please let me know if there are any profile options to be setup for my id to see all workflows in the system?

Also, when i execute the below query, the value for the text column is
