You are not authorized to access the definition PT_SEC_PLIST_USERS

Hello,

    I am having an issue with the qeuries in security. When I run the query I am recieiving an error messgae, "You are not authorized to access the definition PT_SEC_PLIST_USERS". I am the security admin. When I go into Query Access Manager, I can see all trees but QUERY_TREE_PT. I can see the tree in my DEMO but not in production. Can someone tell me what needs to be done to correct this issue?
