[On behalf of Paula] how to transfer user id during upgrade

We're upgrading from hr 8.81 to hcm 9.1. Pt 8.49.14 to 8.51.14. Looks like any user id created after the upgrade start is lost during (test) move to production. Is there anyway to move these user id from old hr production to this new hr database without creating it manually?
