exportEncryptionKey yields Import/Export of keys failed JPS-06034

Hi,
I am configuring OAM 11.1.2 to use the WLS 10.3.6 Embedded LDAP (on W2008 server)

When I try to export the encryptionkey I get the following error: 

Has anyone seen this before?  I don't see much about it online.
