Notification Sent date and time

What specific settings / code controls the Sent date and time in Oracle Workflow Notifications?  We have to the best of our knowledge set everything to EST (GMT-4) yet our Sent time is 4 hours in the future (GMT). MS Exchange team says the sent time is not controlled by Exchange.  The app and db servers are set to EST.

UPDATE after 2 responses: Our Sysadmin Client Timezone was Profile Option was set to GMT.  We are correcting and retesting.  Thanks for the responses - very helpful.
