CA error while Upgrading from 8.51 to 8.53

I am in the process of Upgrading our PT 8.51 to 8.53. In the Upgrade Job when ever there is a requirement for the DataMover to connect to to the Db and exeute some SQLs, that step is failing with an error
STEP FAILED WITH AN UNKNOWN REASON. A COMMON OCCURENCE FOR THIS ERROR IS DUE TO AN INVALID USER ID AND/OR PASSWORD. PLEASE CHECK YOUR CREDENTIALS
I doubled checked all my configurations in CA * CM and find no issues with that. I attached the screenshots of the DATABASE CONFIGURATION after I open the Environment which shows the connection is successful. I have given the correct password for PS as well here.
