How to Start OID 11g - Error

Hello All

I tried to use bulkload utility to load users successfully and then tried to start OID 11g (11.1.1.6.0) but I am keep getting this error below, the OID database is up and running as well as the listener. I even checked the Support Note: OID not starting | OIDMON stuck in a Shared Memory Attach [ID 1532477.1]. But no luck. Could someone please help.  

./opmnctl startall 

Error
--> Process (index=1,uid=951027434,pid=14609)
  time out while waiting for a managed process to start

Error from file: $ORACLE_INSTANCE/diagnostics/logs/OID/oid1/oidmon-0000.log
