CI-Based Services, REST Services

We are currently testing PeopleTools 8.52 and Bundle 29.  We are also trying to implement a new custom web service and we were hoping to implement it as a REST Service. I am not well-versed in this topic, but I have a basic question I would like to ask before I spend hours trying to figure it out!  Is it possible in Campus Solutions to create a CI-Based Service and provide it as a REST Service?  If so, can you point me to the best documentation that would show me how to do it?
