Integration Broker - transactions published but never received at Subscription

We use Integration broker to "Push" changes in the Chart of Accounts from Financials (PSFT_EP) to HR (PSFT_HR)

One element is giving me a problem - Projects

We have PROJECT_SYNC set up for picking up routine changes and migrating them to HR.

This has been working and the transaction has been published on the PSFT_EP node.

Both nodes are pingable from both sides

The monitor shows no activity on the subscription side however

I restarted the PUBSUB on both sides

Any ideas?
