Why can you not continue to use OPSFi Installment Terms in R12 if you use R12 Advanced Collections?

Recent Patches 16062482 and 16527133 (See Note 1558955.1) have led to the [Modify Payment Terms] button in OPSFi Installment Terms being "greyed out" where delinquencies exist in Advanced Collections.

The OPSFI Installment Terms form does not allow you to query back closed Transactions so you can only use it for Transactions having an Outstanding Balance.

Clients want to move the outstanding balance onto new Payment Terms in accordance with an agreed Payment Plan (or possibly a Court Order) and not use Promises to Pay that would take a long time to set up over a long schedule (possibly many weeks or even years).
