Unified Navigation Node Network Pinging fails.

 I am getting 'SSO Test Failed for Node: PSFT_HRDEV91 (95,9122)' when trying to ping the nodes from 'Navigation Node Network'. I am trying to ping from PORTAL dev to HRDEV dev. Single signon is working,Single Signon setup is completed, IB Nodes are pinging to success. Please let me know if anyone has come across this issue. If so then what is the solutions. IB log and Appserver logs(after running the trace) does not say anything. Your quick response is highly appreciated.
We are on PT8.52 and Application 9.1 for PORTAL and HCM and FSCM.
