one of solaris server not reachable from public IP addresss

Hello Friends

One of our solaris server is not reachable from Public IP address,However from backup IP it is reachable.
can you please help me in diagnosing  the isue whether  its a server issue or an issue with network

public ip interface seems to be up.

whatever information you guys need , I can provide
