How to install Weblogic 9.2 on Windows 2008 R2 64-Bit

Anyone have any advice about installing Weblogic 9.2 on Windows 2008 R2 64-bit?   I can't get it to install even though it is supported.  I found a workaround for Weblogic 9.2MP1 but it doesn't apply to MP3 or MP4. 

Preparing install. . . .
BEA WebLogic Server 9.2.3 installer.

To quit the install enter QUIT.
Where would you like to install WebLogic Server to? [c:\bea]:d:\bea
Confirm installation of WebLogic Server to d:\bea [y/n/q]? [y]:y

Beginning install. This entire process may take a total of 30 minutes.

Step 2 - Launching installer . . .
The system cannot find the file specified.
