Installing PeopleTools 8.53 for HCM9.2

Hi All,We are installing PeopleSoft 9.2 Suite on a Windows 2008 R2 server. The database MSSQL 2008 r2, SP2.
While installing PeopleTools 8.53, am stuck at task # 7-2-3 ie. "Updating PeopleTools Database Objects" .
At this stage when I login using the ACCESSID on the Application DEsigner, (or the CONNECTID) it errors out "Invalid Userid and password for Logon".
The ACCESSID does not show up in the PSOPRDEFN or PSACCSPRFL tables.

When I had the same issue in 9.1 the resolution was unlock the account and reset the password and run "Encrypt_Password *"  in the datamover.
MyPeopleSoft install is stuck.
Can any one please help.
