Change Assistant required for PT upgrade from 8.51 to 8.53

Dear Experts, 

   I am in the Process of Upgrade of our PT from 8.51 to 8.53. Since this is the first time I am doing PT upgrade, I have a very basic question, 

   a) When configuring the Upgrade Job, do we need to 8.51's Change Assistant or 8.53's Assistant? 

   b) In one of our DEV instance, I tried to create the Upgrade job using both PT 8.51 CA & PT 8.53 CA. However I getting error in each of the case as in attached. 

   PT8.51 -- The scrrenshot that shows "Template doesnot appear to be a valid template file"
   PT 8.53 --  Your target & source databases are currently at  the same PeopleTools release.  In this case, when I am inputting 8.51, it is not doing nothing.
