Taxes - Tax Type

HI,
Taxes in india Localizaiton tab. If i choose Excise Basic from Tax Type screen.  Vendor name and Vendor site tabs are graded out

If i choose Anyother tax, or TDS, then vendor name and vendor site tabs are showing in the screen.

But Tax Type created in Asia Pacific Lookups as 'JAI_TAX_TYPE'.  If its created in lookups how Excise and sales tax when i give type how tabs graded out in screen?

Is it from the form level?
