Can you install Oracle SSO10g without OID?

Hi,We currently have oracle SSO10g/OID10g R3 installed as outlined by a vendor application that uses forms and reports.  The next maintenance release for the vendor will be certified to use Oracle forms and reports 11.1.2.1 but they claim you only need SSO10g and not OID for authentication.  Is this possible?  When I reviewed the SSO/OID10gR3 documentation
I don't see an installation type that allows just SSO10g.  I read it to say it needs as pre-req OID.  The reason I am concerned is that Oracle Single Sign 10g is certified for forms and reports 11.1.2.1 but OID 10g is not.  It seems like we need to upgrade to OID 11.1.1.5 and have SSO10g go against that but the vendor tells me that is not true.
