HCM 9.1 Maintenance Pack products and CPU's

I have 2 questions:

1. When a Maintenance Pack is applied (e.g. for HCM 9.1), does it include files for all products (e.g. Candidate Gateway, Talent Acquisition Manager etc), regardles of whether they're installed?

2. Critical Patch Update pre-installation notes advise products affected and resolutions (under the CVE #'s) for various products and versions- is it only necessary to apply the CPU's for the products installed?
