Dunning Plans:Upgrade from 11i to R12

Hi,We are upgrading to 12.0.3 and we want to use the basic functionality of dunning plans (without separate license).
In the note 1237553.1 it is mentioned to run IEX: Dunning Letter Sets Migration for Staged Dunning" and set the profile option called 'IEX: AR Dunning to IEX Dunning Migrated' in 12.1.3 to 'NO'.


I understand this but later it mentions in a note:
"NOTE:  You must have delinquencies in the instance prior to migrating your Dunning Letter Sets from AR to IEX.   If you do not have Delinquencies, please run IEX: Scoring Engine Harness for engine 'Delinquency Status Determination' prior to your migration".
